The Inclusiveness of Maternity Leave Rights over 120 Years and across Five Continents

Even though paid maternity leave was the earliest form of social protection specifically aimed at women workers and is fundamental in securing their economic independence vis-à-vis employers spouses, it has received scant scholarly attention. Neither traditional historical accounts welfare state emergence nor more recent gendered analyses developed states have provided comparative its beginnings trajectories. Employing newly created database leave, we provide first global perspective on policies covering 157 countries from 1880s to 2018. Focusing eligibility rather than generosity, construct a measure inclusiveness leaves highlight how shaped not only gender but also inequality, which has, until recently, largely been ignored by literature policies. The coverage expansion sector development rules reveal historically stratified occupation labor market position slowly evolving into universal right across broad range countries. Potential drivers for this are identified using multivariate analysis, suggesting pivotal role political empowerment struggle equality.
